During the War of the Pacific, a group of Chilean officers was accused of embezzling funds collected through war taxes. A military tribunal found them guilty, and the commander-in-chief of the occupying forces, Patricio Lynch, confirmed the ruling. The Council of State held that Lynch was subordinate to the Supreme Court, which retained its jurisdiction even over occupied territories.
